News Regarding Relocation of Factory: April 20, 2007:
Due to the rapid change in the community surrounding the Tamagawa factory and the
redevelopment plans for the area, TKS began searching for a relocation site. The
Tamagawa Factory is currently our main production and engineering facility; which
many of you have visited over the years. We would like to announce to our TKS
users in the United States that we have made a decision on a new factory location
in an industrial park in Chiba prefecture. After going through the normal inspec-
tions to pass local land ordinances, approval was obtained followed by the purchase
of the land and a development of a relocation logistics plan.
New Factory Site: KAZUSA ACADEMIA PARK, Chiba Prefecture
Land Area: 67,633.12 m2 (approx. 16.7 acres)
Planned Usage of New Site: Research and Development center and full manufacturing
factory for rotary printing presses
Construction Schedule: Start October, 2007 and complete end December, 2008
Operational in April 2009
Investment Amount: US - $84 million
No. of Employees: 300
With the new research and production factory at our Kazusa Techno Center covering
eastern Japan, and the Iga factory, which will be renovated and renamed the Iga Techno
Center, covering western Japan, the two factories will be the foundation of a state-
of-the-art production, research and development, and customer service organization.
It was a strategic decision to position our production facilities in the Eastern and
Western parts of Japan. In the event a major calamity occurs, TKS feels assured that
our production capability will not be curtailed. Our new Kazusa Techno Center will be
conveniently close to the two main airports serving Tokyo – Narita Airport and Haneda
Airport.
Redevelopment of the Tamagawa Factory Site:
After giving business considerations to the urban renewal program and to the welfare of
the local community, we have developed a plan to embark on the commercial earnings
potential of this site. To this end, we are in the planning process for a large multi-
purpose commercial complex at our Tamagawa No. 1 Factory (24,345/6 acres), and a high-
rise condominium at our Tamagawa No. 2 Factory (8,925/2.2 acres).

Anit-Dumping Act Update: June 9, 2006.

A Century of TKS Presses: April, 2006:
On Monday, June 5, 2006, the United States Supreme Court denied TKS’s request
for a review of the decision of the U.S. Court of Appeals for the Eighth Circuit denying
TKS's request to overturn the judgment of the U.S. District Court, under the 1916
Antidumping Act, in the Goss v. TKS, et al case.
Even though the 1916 Antidumping Act was previously found to be in violation of
the obligations of the United States under the World Trade Organization and, in
spite of the Government of Japan's strong support for overturning the judgment,
the Supreme Court refused to accept this case for further review.
TKS is greatly disappointed in this decision by the Supreme Court. At this time, the
actual amounts to be paid are subject to further review by the U.S. District Court. In
addition, there are other conditions which must be resolved prior to any payment,
including TKS's rights under the "clawback" statute passed by the Government of
Japan to reimburse any Japanese company subjected to the internationally unlawful
effects of the 1916 Antidumping Act.
TKS is reviewing alternative recourses to recover all or most of the damages arising
out of this unfortunate and costly litigation.

A Century of TKS Presses: April, 2006:
TKS celebrated its 100th anniversary of manufacturing newspaper presses by introducing the Color Top
Century, the world fastest tower-type shaftless web offset press for newspapers. The press, with a
print speed of 100,000 copies per hour (cph) was unveiled on April 18 - 19, 2006 at the TKS factory
in Kawasaki, Japan with over 400 domestic and overseas customers in attendance.
In his welcoming remarks, Mr. Noriyuki Shiba, TKS president, said,
“This year, TKS celebrates 100 years of manufacturing printing presses. The Color Top Century was
named to celebrate this 100th anniversary. After testing, the press printed 300,000 copies continuously
at the printing speed of 100,000 cph. The results showed continuous high printing quality, precise and
accurate folding of the 2:5:5 jaw folder, and successful pasting operation. It also demonstrated the auxiliary
equipment, such as the counter stacker and BTC (Baton Touch Carrier), were performing in concert with
the high printing speed proving the stable printing performance of the new Century Press.”
After the live demonstration, a reception was held and Mr. Kohei Shiba, TKS chairman, talked about the
many technological changes since TKS made the first domestic printing press installed at ‘Kyusyu Nippo’ in
1906. He went on to say - “TKS is proud to introduce the Color Top Century, with the fastest printing
speed of 100,000 cph. This press was developed at the request of The Kyoto Shimbun Co., Ltd. and we
are honored to have partnered with them and the many other materials suppliers. In addition to the mechan-
ical and electrical improvements, economical and environmental considerations were incorporated into the
design of this new press.”
Currently, the maximum speed of newspaper printing presses is 90,000 cph. The Color Top Century press
surpasses this speed with better functions and superior printing quality. For instance, in the RTP, a new
TKS tension control system is used for steady and stable web tension. In the printing unit, a new and
improved roller arrangement is used for both the inking and dampening systems to achieve higher printing
quality at all press speeds. The TKS 2:5:5 jaw folder is used for the precise folding stability in high-speed
production. The FWL (Fully-automatic Web Leader) allows for quicker preparation time in leading webs
and improving work efficiency.
As a part of the very successful Color Top 6000 and 7000 product line, the Color Top Century is the next
generation of the shaftless newspaper printing press.
The first Color Top Century is being installed at the new Kumiyama plant of The Kyoto Shimbun Co., Ltd.
and plans are to start live production in April, 2007.

Department of Commerce (Anti-Dumping Act - Update): March 3, 2006.

Department of Commerce (Anti-Dumping Act - Update): March 3, 2006:
From: Tokyo Kikai Seisakusho, Ltd. and TKS (U.S.A.), Inc.
On March 2, 2006, the U.S. Department of Commerce released its final decision in the
“changed circumstances review” of the antidumping duty order on Large Newspaper
Printing Presses from Japan. That antidumping duty order had been revoked for TKS in
January of 2002 based upon a finding that TKS had not been dumping LNPPs for three
consecutive review periods. One month later, the entire order on LNPPs from Japan was
revoked after Goss withdrew from a “sunset review” because Goss had moved its manufac-
turing operations overseas and was no longer a domestic producer.
In its final decision, the DOC has rescinded the revocation and reinstated the order with
respect to TKS from September 1, 2000 through September 3, 2001, the day before the
effective date of the above-mentioned sunset revocation. TKS has challenged the DOC’s
authority to rescind the prior revocation and subject TKS to a “reopened” sunset review for
the express purpose of determining whether TKS’s alleged misconduct relating to the Dallas
Morning News in the 1997-1998 review caused Goss to withdraw from the original sunset
review, resulting in revocation of the order. Contrary to the preliminary determination, DOC is
not making an adverse assumption that TKS was responsible for Goss’ withdrawal from the
original sunset review. Also, the DOC has rejected Goss’ allegations of misconduct by TKS in
the 1998-1999 and 1999-2000 administrative reviews regarding the Atlanta Journal, Columbus
Dispatch and Dow Jones.
TKS is gratified that the DOC’s decision will not require any cash deposits of antidumping
duties on TKS’s entries at this time. The DOC’s final decision will have no adverse effect on
TKS’s current sales and TKS is confident that there will be no assessment of antidumping duties
following the sunset review. Meanwhile, TKS will continue to challenge in the U.S. Court of
International Trade the DOC’s assertion of “inherent authority,” lacking any clear statutory
authority, to conduct the “changed circumstances” review and to issue any decisions regarding
this matter.
TKS recognizes the need of the U.S. newspaper publishing industry to have access to the widest
possible choices in newspaper printing equipment, technology and services. TKS will continue to
provide world-class solutions to meet the needs of American newspapers.

TKS Remains Committed to the U.S. Market: January 26, 2006.

TKS Remains Committed to the U.S. Market: January 26, 2006:
On January 23, 2006, the United States Appellate Court for the Eighth Circuit
upheld the December 2003 determination by a jury in the Northern District of
Iowa that Tokyo Kikai Seisakusho, Ltd. and its U.S. subsidiary (collectively
“TKS”) had violated the Antidumping Act of 1916 by selling large newspaper print-
ing Tower Units to the Dallas Morning News in 1996 at a price below the price at
which it sold large newspaper presses in Japan. The jury also found that TKS had
violated the Act by causing Goss International Corp. (“Goss”) to lower its prices
on 1997 sales it made to the Newark Star Ledger and the Orlando Sentinel. The jury
rejected the majority of Goss’s damage claims and found that TKS had not violated
the Act with regard to sales TKS made to the Wall Street Journal and Greensburg
Tribune Review.
Subsequent to the jury’s finding and more than four years after a determination
by the World Trade Organization that the 1916 Act violated the United States
international obligations under WTO Antidumping Agreements, the Act was repealed
by Congress in 2004. Concerns about the anti-competitive effects of the 1916 Act
also led the European Union, on December 15, 2003, less than two weeks after the
jury’s verdict in TKS’s case, to pass legislation that would allow any European
company subjected to damages under the 1916 Act to bring an action for the repayment
of any damages assessed in a United States court. Legislation which was passed in
Japan in 2004 also provides that a Japanese company, such as TKS, can bring an action
to recover any damages and attorney fees that it incurred as a result of an action
brought under the 1916 Act.
TKS is disappointed with the 8th Circuit’s decision and disagrees with its failure,
among other things, to order a new trial based on the ground that Goss’s marketing
losses and manufacturing closure were not caused by TKS’s conduct but by Goss’s poor
reputation in the newspaper industry. TKS will file a motion with the 8th Circuit for
a rehearing en banc.
In a separate proceeding the Department of Commerce is conducting a changed circum-
stances review into whether the Department should reinstate the antidumping order
against Japanese producers of Large Newspaper Printing Presses, including TKS and
Mitsubishi Heavy Industries. The Department’s decision is expected on March 1, 2006.
The antidumping order in question was revoked with respect to TKS on January 16, 2002,
after a finding by the Department that TKS had not engaged in dumping for three
consecutive annual review periods, and the order was revoked with respect to all imports
of LNPPs from Japan on February 25, 2002, based on a finding that there were no longer
any U.S. producers of LNPPs. TKS has contested the authority of the Department of
Commerce to conduct a changed circumstances review of an antidumping duty order that has
been revoked. TKS will contest any reinstatement of the antidumping duty order should
the Department of Commerce decide to do so.
A final adverse decision either by the 8h Circuit Court or by the Department of Commerce
will not affect TKS’s commitment to provide world-class, cutting-edge press technologies
and services to the U.S. newspaper industry. TKS remains committed to provide the highest
level of service to existing U.S. customers for years to come and will compete vigorously
for new business and services in the U.S. This commitment reflects TKS’s over 130 year
history which includes working closely with a number of leading newspapers in the United
States for almost the last 30 years. TKS believes that competition is the lifeblood of
innovation, benefiting users, the newspaper industry and consumers alike.

The Randall Family, LLC (MD) has signed a contract with TKS for the
purchase of a shaftless Color Top 4000UDH press. The press, which is
scheduled to be installed in March 2007, replaces the existing Goss
Urbanite press now used to print The Frederick News-Post.
A new building will be constructed to house the new TKS press, which
consists of:
- (6) 4/4 Towers
- (2) 2:3:3 jaw folders
- (9) MEGTEC AR70A Reels
- T-NPC press controls
- Technotrans spray bar
- TKS Quarter folder
- 21” cutoff
- Oxy Dry blanket wash system
- Cutoff Control
- Stitcher
- Register System
The unique features of this press include the reel room level end
mounted folders. This design allows for the two presses to be com-
bined to run 36 pages straight, and 72 pages collect full, spot and
black in 3 sections straight and 6 sections collect. Additionally
the superstructure allows for any combination of webs from either press
line to go to either folder. With this design, the press has the most
flexibility to enable the newspaper to develop new business and provide
unique products, as well as having the capacity to run double produc-
tion of those products.
“We are proud to join the TKS family of customers and we are confident
the unique design of the Color Top 4000UDH will meet all of our production
needs now and well into the future” says Myron Randall, Editor and
Publisher of The Frederick News-Post.
Greg Harabin, President and CEO of TKS (USA) added - “We are very pleased
that The Frederick News-Post has expressed confidence in TKS by
becoming the first North American newspaper to showcase this 3x2 / 2x2

TKS Develops World’s Fastest 100,000 cph Press: November 30, 2005:
Full Implementation at Kyoto Shimbun’s New Factory
To be installed at the new Kyoto Shimbun (newspaper) plant, Tokyo Kikai Seisakusho, Ltd. (TKS), with
the newspaper’s full cooperation, undertook development of the world’s fastest tower type shaftless web
offset press for newspapers, the Color Top Century, that will clock in at a speed of 100,000 copies per
hour (cph).
TKS has taken the lead in pushing the high speed barrier for newspaper web offset presses whenever
newer models were introduced. As a result, TKS is proud of its track record of many satisfied customers for
their Color Top 7000 series with a speed of up to 90,000 cph.
Although the Color Top Century may correctly be surmised as an extension of the growing lineage of prev-
ious Color Tops, it is noteworthy that a thorough and extensive rethinking in the construction and function-
ality of each section of the press was investigated resulting in an optimal design showcasing the benefits
of continually printing at 100,000 cph while achieving stable print quality. Furthermore, the folder section
is a jaw folding type which produces and maintains precise folds up to the 100,000 cph.
With the cooperation of its affiliate company, Kaneda Kikai Seisakusho, Ltd. (KKS), their BTC (Baton Touch
Carrier) single grip conveyor system has been incorporated into the folder system whereby the TKS IDCC
(Intra Direct Catch Carrier) grips each newspaper directly from the folder fan and then directly passes each
newspaper to each KKS BTC gripper (like runners passing on batons) enabling stable single grip delivery at
100,000 cph, and bypassing the traditional laying down of papers from the folder fan onto a conveyor belt in a
stream. In addition to its mechanical and electrical improvements, environmental considerations have been
given to such features as reducing noise, vibration, and ink mist, and fully suctioning paper dust, recycling
dampening water, and reducing power consumption, which is a design initiative to be kind to the environment
propagated along ISO14001 guidelines.
Next spring, the Century press will be assembled at the TKS Tamagawa factory and will undergo extensive
printing tests using various materials in cooperation with Kyoto Shimbun collecting data and performing inspec-
tions and analyses. The configuration of the two presses to be delivered to Kyoto Shimbun for printing 48

The Columbus (OH) Dispatch - TKS /KKS Automatic Stripping Station: November 2005:
The Columbus (OH) Dispatch recently completed installation of the first KKS
Automatic Stripping Station (HSP/WSP) in North America. KKS is a sister
company of newspaper press manufacturer TKS, Ltd.
The HSP/WSP automates the dehead and unwrap functions in the paper prep-
aration area and then folds/crushes the wrapper for disposal. This system
allows for total automation of roll handling from the point of lay down in
the warehouse through delivery of the roll to the press.
The Columbus installation began on June 27th and went into live production
on August 1st. KKS designed and engineered the HSP/WSP to allow Columbus to
use their existing cart system that transports the rolls in and out of the
stripping station. TKS engineers also interfaced with Columbus’ current AGV
system. Communications between the AGV’s and the HSP/WSP allow both systems
to know the status of each roll, (i.e., size, positioning within the machine
and current status of deheading and wrapper removal).
Processing time in the HSP/WSP is three minutes per roll, and allowing for the
entry and exiting of the carts the machine is running sixteen rolls per hour.

Anti-Dumping Act: December 25, 2003.

Anti-Dumping Act: December 25, 2003:
On December 3, 2003, a U.S. federal jury in Cedar Rapids, Iowa found that
Tokyo Kikai Seisakusho, Ltd. and its subsidiary, TKS (U.S.A.), Inc.
(collectively “TKS”) were liable for certain limited damages under the 1916
Antidumping Act in an action brought by Goss International Corp. TKS strongly
believes that this verdict was unsupported by the facts and is without legal
foundation.
TKS has filed several post-trial motions with the U.S. District Court
in Iowa, including motions to reverse the jury verdict and, alternatively,
for a new trial. In the event these post-trial motions are unsuccessful,
TKS plans to appeal the verdict to the United States Court of Appeals for
the Eighth Circuit in St. Louis, Missouri and, if necessary, to the United
States Supreme Court in Washington, D.C.
The 1916 Antidumping Act has never been utilized to this extent in its almost
90 year history. In this case, TKS believes it was incorrectly applied. Even
under the most generous interpretations of the language of the Act, TKS believes
it was not in violation of its prohibitions.
Legal scholars from around the world, including the United States, consider the
1916 Antidumping Act to be an anachronism which should have been repealed many
years ago. The World Trade Organization has determined the Act to be in violation
of the treaty obligations of the United States. The 1916 Act creates a risk that
foreign producers of any products from any country trading with the United States
may be subject to similar lawsuits and detrimentally affect global trade and commerce.
Accordingly, on December 15, 2003, shortly after the jury verdict in this case, the
European Union in Brussels enacted Council Regulation (EC) No. 2238/2003 providing
for retaliatory action against any U.S. company which brings a lawsuit under this Act
against a European Community company. The Act provides for the seizure and sale of
the European assets of any such U.S. company to compensate the European company for
any costs, damages or expenses incurred as a result of the application of the 1916
Antidumping Act.
TKS remains wholly committed to the U.S. market and its valued large newspaper press
clients. TKS (U.S.A.), Inc. will continue to expand and build upon its 25 years in
the U.S. market. Tokyo Kikai Seisakusho, Ltd. has a 130 year history of innovation
and service to the newspaper industry and regardless of the outcome of this case
remains steadfastly devoted to serving its clients globally, especially in the United
States.

(July 2, 2003) The Newspaper Agency Corporation has signed
a letter of intent to purchase three state-of-the-art presses from TKS (USA),
a wholly-owned subsidiary of TKS, Ltd., a Japanese press manufacturer located
in Tokyo. The Color Top 5000UD shaftless presses will be installed in the new
NAC facility slated for completion by summer 2005 in West Valley City, UT.
The new 350,000-square-foot facility will be the headquarters for the Newspaper

packaging and material handling equipment will publish The Salt Lake Tribune
and the Deseret Morning News. Both newsrooms will remain in downtown Salt Lake

morning papers within a tight production window and greatly improve logistics,
reproduction and delivery.
This press order represents the largest installation in North America of the
new 4x1 press (4x1 presses print eight pages on each unit of the press
using half of the press plates now used on NAC’s presses). The press line will be
installed in a press hall that will be 400 feet long, 80 feet high and 50 feet
wide. The press hall will be adjacent to the packaging area and the corporation’s
business, advertising, data processing and corporate offices.
Installed on a concrete tabletop foundation, the 70,000-copies-per-hour presses
will include heavy duty 2:5:5 jaw folders; 111 couples with open
fountain inking; 24 core drive RTPs (newsprint roll loaders) with automatic roll

and T-NPC console press controls with a training simulator.
“This entire project will be the most technologically advanced newspaper production
center in the country,” said Fred Temby, NAC executive vice president and general
manager. “We will employ computer-to-plate technology, automatic robot delivery of
newsprint rolls to the press units, and will provide the newsrooms and advertising
department with 56 pages of process color in two press runs.”
TKS (USA)’s parent company Tokyo Kikai Seisakusho, Ltd. has been in the business
since 1874. It is a global manufacturer of printing presses and has the overwhelming
market share in Japan. In the United States, TKS presses produce daily newspapers at

TKS’ Color Top 7000 Achieves Fastest Newspaper Printing Speed In The World - March 2003:
TKS’ Shaftless ColorTop 7000CD (couple drive) newspaper printing press
achieved and maintained a printing speed of 96,000 cph. The Nagano (Japan)
Production Center of Shinano Mainichi Newspaper has been running their
TKS ColorTop 7000CD press consistently at the rated speed of 85,000 cph.
Last fall, due to increased production demands, the Shinano Mainichi
Newspaper needed more flexibility in their production window.
Although the ColorTop 7000CD’s top printing speed of 85,000 was based on
parameter settings relative to the various post-press equipment and the
newspaper’s operations through put, this was not the highest limit their
operations was designed for. With the full cooperation of the newspaper,
and making use of their non-printing day, TKS undertook test printing of 16
full color pages at a speed of 96,000 cph. The result was stable printing
at 96,000 cph producing 55,000 printed copies, proving that the existing TKS
press could print consistently at a speed of over 95,000 cph.
For this test, the only change made to the newspaper’s daily routine, was to
change the press and post press through put to 96,000 cph. This included
equipment such as conveyors, delivery and packaging equipment.

offset printing presses, TKE manufacturing electronic sub-components, and
KKS manufacturing material handling equipment), we are able to offer a
